The article goes on to say that ``58% of them think Web sites that facilitate the activity are breaking the law`` - so this really gets down to what is considered fair and personal use and not for people gaining monetary rewards for providing the service.

When I was a kid, we used to swap cassette tapes all the time. Until money came into the equation, it was fine. But we thought people who sold compilation or copied tapes were bad.
